s-video cards have outlets like the one you see on the back of the tv.

first and foremost are you sure that your TV has S-Video (round ,sometimes yellow, plug with 4 pins) port?
if this is for your lappy then you will need an external video converter.
it is simply not a problem with the cable being wrong but that the signal itself is completely in-compatible. it requires a pre-processor to take the video out signal from the computer and then calculate it into something the TV can display.
if this is for a normal desktop computer then i would recommend a new video card. if the computer already has a nice video card in it and you don't want to swap it out completely there are simple add-on video cards that will supply s-video out without the need to replace anything.
either way i would hate to deliver such bad news but there is no way to convert VGA or DVI out to S-Video without buying a converter of some sort.

what the? what is the brand name and model # of your TV. it should be written on the back of it. if anything a picture would speak volumes for me.
