depends on a lot of factors.
if price is a big concern, yamaha probably the cheapest/bang for buck.
if you want variety, vespa has lots of different engine sizes, but they're mid-range on price.
suzuki and honda make the really high-powered scooters that'll give you good mileage, and freeway access.
if gas mileage is your biggest factor, the little 50cc numbers will get you around 100mpg. 150cc will get you in the 70mpg range. but, a 50cc will top out around 40mph, a 150 will get you to 60ish.
gotta define factors! price range, mileage capability, speed needs, etc!

there's a place in town that sells scooters. Ian was pretty close to buying one himself. Give him a call and he'll probably give you the low-down.
If all you want is something for around town, I was looking into electric-bikes. They're cool because you don't need a license (just a helmet).
But you don't need a license because the speed is limited. Motor power on an electric bike is only going to get you 15mph up hill. And you're going to make a bigger initial payment for a good one compared to a scooter. (about $2,000 for a high end one) But the trade-off: battery power, not gas power! So it's cheaper in the long-run.
